Get StartedShall a retailers’ sales tax in the amount of one-half of one percent (0.5%) be levied within the city limits of Manhattan, Kansas, for the purposes of stimulating recovery from the COVID-19 pandemic and reducing the ad valorem property tax burden on City taxpayers; to achieve such purposes, the revenue from the additional tax shall be used as follows: I. approximately 70% of the funds shall pay for outstanding city debt and the costs related to public infrastructure; II. approximately 20% of the funds shall pay for job creation, recruitment or retention initiatives; and, III. approximately 10% of the funds shall pay for workforce housing initiatives. With the means and methods to accomplish said purposes to be determined in the sole discretion of the Governing Body of the City; such additional tax, levied pursuant to K.S.A. 12-187, if approved by a majority of the electors voting thereon, to take effect January 1, 2023, or as soon as thereafter as permitted by law and notice requirements allow, and to expire ten years from the date the tax is first collected?
