Get StartedCurrently, Section 2.03 provides that the Councilmember who received the highest number of votes in the latest at-large election shall be seated as vice mayor for two years and then mayor for two years. In December of 2019, the City Council adopted Chapter 2.06 of the Roseville Municipal Code establishing by-district elections. The current method of selecting the vice mayor by highest number of votes is problematic under a by-district election system because the districts are not equal in population and may not have the same number of candidates running for Council. To resolve those issues, this Charter Amendment would revise Section 2.03 to specify that the Councilmember who received the highest number of votes in the 2018 election, the City’s current vice mayor, shall be seated as mayor for a two year term following the certification of the 2020 election. The City Clerk shall draw lots from all of the districts, except the district where the mayor resides, to determine who will be seated as vice mayor for a two year term. Following each general municipal election after 2020, a vice mayor shall be seated by rotation in sequential order of the five districts. After the vice mayor’s term terminates, the vice mayor shall be seated as mayor. This Charter Amendment clarifies that the mayor and vice mayor shall each serve a two year term.
A "YES" vote on Measure L is a vote in favor of amending the City Charter to revise the process by which the Vice Mayor is selected.
A "NO" vote on Measure L is a vote in opposition amending the City Charter to revise the process by which the Vice Mayor is selected.
