Ritchie County Resolution - Ritchie County Excess Levy

An election to authorize additional levies for the fiscal years beginning July 1, 2025, July 1, 2026, July 1, 2027, July 1, 2028, and July 1, 2029, and for the purpose of providing funding for The Ritchie County Library System, Harrisville and Pennsboro locations, to be used to pay the cost of books and other circulating materials (17%), books-by-mail (3%), postage/interlibrary loans (1%), supplies and equipment (6%), audit and travel expenses (1%), personnel costs (35%), utilities (8%), programming (7%), building maintenance and improvements (17%), and marketing (5%), the sum of approximately $865,979 after an allowance for uncollected taxes and shrinkage and to authorize the Ritchie County Commission to expend any amount that might accrue from increased tax receipts, assessments, and increased collections of special levy taxes, to fund the Ritchie County Library System, Harrisville and Pennsboro locations, for any of the purposes stated above, according to the ORDER of the Ritchie County Commission, Ritchie County, West Virginia, entered on the 11th day of July, 2023. The additional levies shall be made upon Class II property at the rate of three and thirty hundredths cents (3.30) per One Hundred Dollars ($100.00) of assessment; upon Class III property at the rate of six and sixty hundredths cents (6.60) per One Hundred Dollars ($100.00) of assessment; and upon Class IV property at the rate of six and sixty hundredths cents (6.60) per One Hundred Dollars ($100.00) of assessment. The additional levies will generate the approximate sum of Nine Hundred Forty Seven Thousand, Eight Hundred Eighty Nine Dollars ($947,889) per year for each of the five (5) fiscal years beginning 2025, 2026, 2027, 2028, and 2029, less the necessary allowance for uncollected taxes and shrinkage in the amount of Sixty Eight Thousand, Seven Hundred Twenty Two Dollars ($68,722), less tax discounts in the amount of Thirteen Thousand, One Hundred Eighty Eight Dollars ($13,188), leaving a net amount of Eight Hundred Sixty Five Thousand, Nine Hundred Seventy Nine Dollars ($865,979) to be disbursed by the Ritchie County Commission to The Ritchie County Library System, Harrisville and Pennsboro locations, for funding of the purposes as stated above. The approximate grand total to be raised during the five-year term of the levy after the allowance for uncollected taxes and shrinkage is Four Million, Three Hundred Twenty Nine Thousand, Eight Hundred Ninety Five Dollars ($4,329,895).
