Voters will first need to decide if they support either measure, allowing the use of medical marijuana by qualified patients, or whether they support neither measure. Voters will then be asked to choose between Initiative 65 or Alternative 65A, regardless of their answer to the either/neither question. Voters who chose "Either" on the first question must choose between the two measures for their vote to be valid. Voters who chose "Neither" on the first question can choose between the two measures but do not have to for their vote to be valid. If there are more votes for "Either" than for "Neither," the version of the measure that receives the most votes will be enacted.
