In Congress, I will advocate for the resources needed by our Coast Guard Training Facility in Cape May. I will fight for our veterans and support fixing the Department of Veterans Affairs, including improving systems that would make it easier for veterans to receive care in our district. I would also advocate for increased services for female veterans and the expansion of telehealth programs, which enable veterans to access health services even when they are separated from their providers by geographical distance. The federal government should decriminalize marijuana by removing cannabis from the Controlled Substances Act, because families should not be torn apart due to a loved one being incarcerated on a minor marijuana charge. Learn more
Another important consideration of legalization centers on social justice and economic fairness. As Congresswoman from the second congressional district, I would support the levying of a 5 percent sales tax on marijuana and marijuana products to create a dedicated revenue stream to assist those negatively impacted by the policy of criminalized marijuana, including job training and re-entry and other services needed by those returning to their communities. Empower and fund the EPA to oversee compliance by all federal agencies resulting in a net-zero greenhouse gas emission policy by 2050, and establish an enforcement mechanism that includes successive milestone targets starting in 2024. Learn more
Reduce the largest source of greenhouse gas emission by reducing emissions from construction materials and products used in projects that receive federal funding. Current carbon-intensive construction practices significantly contribute to GHG emissions. The federal government funds a majority of these construction projects throughout the nation, and requiring that construction projects switch to low-carbon materials creates a market for sustainable, green products which increases in employment opportunities in our green industrial sector. I strongly support the United States’ assuming a leadership role in brokering a two-state solution between Israel and the Palestinians, while actively discouraging action by the Israelis and the Palestinians which would impede a two-state centered peace process. American leadership in this role can help ensure the security of the state of Israel and protect the future of its democracy, and establish a framework for the safety and security of the Palestinian people while realizing their goal of establishing a homeland. Part of the two-state solution should include the creation of a dual-capital city in Jerusalem, and the negotiation of mutually-agreed upon lands swaps that would make both Israel and the Palestinians whole based on the 1967 armistice lines. Chief among the ways we can return some power to the people is amending our constitution to overturn Citizens United, which essentially granted corporations and other monied interests the same rights as citizens. I believe that Congress and the states must work to amend the constitution by ratifying the Democracy for All Amendment, which grants Congress and the States the power to regulate and set reasonable limits on the raising and spending of money by candidates and others to influence elections. Universal criminal background checks are essential to making our communities safer by preventing convicted criminals and the mentally ill from purchasing weapons they can use to do harm to themselves and others, but they only work if we close the loopholes so that all firearm buyers are subject to background checks. In Congress, I will support subjecting all gun purchases – including those bought at gun shows, on the Internet, or through classified ads – to universal background checks. We also need to give family members the tools they need to help prevent gun violence, including incentivizing states to pass laws that enable law enforcement officials or concerned family members to petition a judge for a “gun violence prevention order,” so that those who pose a threat to themselves or others can be temporarily disarmed. Congress needs to pass a $2,000 out-of-pocket limit on prescription drug costs for Medicare beneficiaries. Congress also can help control costs by ending the ban on Medicare negotiating directly with drug companies. Using the leverage of Medicare-negotiated pricing will mean real price reductions, and these lower drug prices negotiated by Medicare should be available to all Americans, including those with private insurance. I will also support efforts that would enable individuals who are over 55 to buy into Medicare, giving those who wish to retire early, change jobs, or join the gig economy the opportunity to be flexible while having the safety net of healthcare coverage. Learn more
Congress must work aggressively to ensure that all Americans have access to quality health care, and that costs are contained. Nearly three-quarters of Americans – 73 percent – support expanding the Affordable Care Act by adding a government-run public option, while preserving private health insurance. Such a plan will ensure that everyone has access to high quality health insurance so that a devastating medical diagnosis is not also a devastating financial diagnosis. Learn more

I will fight against “right to work” legislation and work to guarantee the right to unionize and bargain collectively, including in the “gig economy” sector. I will fight for gig workers receive full employee benefits, create portable benefits that stay with workers when they switch jobs and help displaced workers to build the next phase of their careers. I will work to increase the federal minimum wage to $15 an hour, and index the minimum wage to the Consumer Price Index so that as price for goods and services increase, so do wages. Learn more
