David has been a dedicated advocate for equitable access to clean and sustainable transportation solutions. His work has notably included initiatives to allocate funds for the development of electric vehicle (EV) charging infrastructure in underserved and disadvantaged communities. Recognizing the importance of ensuring that all Californians can benefit from the transition to electric vehicles, David has championed policies and budget allocations that prioritize the installation of EV charging stations in areas where access to clean transportation options may be limited.Additionally, to combat air pollution and promote the adoption of cleaner transportation options, David co-authored AB 241, the Vehicular Air Pollution Act. This bill proposes several measures related to vehicle registration and identification plate service fees, as well as the extension of the smog abatement fee. This bill also establishes a Clean Transportation Program, which aims to encourage the use of cleaner and more environmentally friendly modes of transportation. Learn more
In 2023, David led the charge in addressing the shortage of affordable housing for middle-income earners by passing the Incentivize the Build of More Middle Income Housing Act (AB1287). This law will create new housing for middle-income families and additional low-income and market-rate housing. By creating more affordable housing options for middle-income earners, the bill aims to help alleviate the current housing crisis in California.Additionally, David helped pass his Exempt 100% Affordable Housing Development from Regulatory Roadblocks bill (AB 1449) which will make it easier to build affordable housing by providing a crucial exemption of CEQA for 100% affordable housing projects that meet specific location requirements, labor standards, and environmental regulations. David introduced the Binational Tuition Exemption Pilot Program for Local Community Colleges bill, AB 91, which became law in the fall of 2023. This legislation will allow low-income students who reside within 45 miles from the California-Mexico border to attend local community colleges. David believes we live in a dynamic border region where we need to educate more students to fill the jobs required for growth. This bill will allow low-income residents who live close to the border to attend local community colleges.According to the San Diego Regional Economic Development Corporation, San Diego must double the amount of people with post-secondary education by 2030 to meet the demands of the local economy.
