Get StartedStop Abortion Prosecution – In Texas and across the South, women are being jailed for their pregnancy outcomes. We must stop efforts to prosecute abortion seekers. I believe that codifying a federal right to abortion using the commerce clause or other authority will protect women. If there is no Amendment that protects the right to seek and obtain an abortion, then sometime in the future under a different congress or with a federal judiciary that is even more hostile to reproductive freedom, we will be back where we started. Repeal the Hyde Amendment – Every woman regardless of socio-economic circumstance should have access to a safe and legal abortion. The United States has one of the highest rates of unintended pregnancy in the whole industrialized world. We owe it to all women, regardless of financial circumstance, the freedom to choose. Codify a Right to obtain an Abortion – Congress should enact national legislation that allows every woman in every state to have unfettered access to abortion. Federal legislation that would protect abortion access for all women to obtain a safe and legal abortion regardless of where they live in the United States of America. Learn more
Protect Abortion Rights From Anti-Abortion Litigation – Congress has the power to strip federal courts of jurisdiction to hear a class of cases, including those involved in reproductive freedom. Indeed, Congress has even eliminated a court’s jurisdiction to review a particular case in the midst of litigation. We must consider curtailing the federal judiciary’s powers to review abortion-related cases and issue injunctions based on incomplete court records. Learn more
Texans should be able to make their own decisions about their bodies, health, and futures. No government or politician should come in-between a person and their doctor. Texas has the most extreme abortion ban, with no exception for the mother’s life, rape or incest. We must do everything we can to regain what has been lost with the Supreme Court’s politically-motivated overturning of Roe v. Wade. Congress must consider all options to restore reproductive rights. Abolish Federal Funding of Anti-Abortion Centers – As abortion rights have dwindled in our country, we’ve seen an exponential growth of anti-abortion centers that prey on women seeking abortion and healthcare through the guise of unlicensed medical professionals and inaccurate medical information. Grow the Middle Class – We must renew our commitment to growing the middle class and building an economy that works for everyone. You shouldn’t have to be a millionaire to buy a house or save for retirement. A year of childcare shouldn’t cost nearly as much as a year of in-state tuition at a Texas public university–and neither should be so expensive that families go into debt to afford it. Supporting Small Businesses – As a small business owner, I know local economies are the foundation of our country’s economy. I am a lawyer, a home builder, and a former restaurant owner. The most important issue for small businesses in America is access to capital. We can all point to people we grew up with that had the work ethic and the ideas to make it in business. They only lacked the initial start-up funds to make their dreams a reality. We must modernize and incentivize SBA loan policies to ensure that the next class of American innovators can get the capital they require to fuel their businesses and our economy. Learn more

Early childhood education investment – In my hometown of San Antonio, we’ve successfully implemented a free universal pre-k program, which levels the playing field and better prepares kids for the rest of their education. Every child in this country should have that option, too. Kids also shouldn’t have to go to school hungry. By adopting universal school meals, Congress can eradicate school lunch debt and make sure every kid has the tools they need to learn. Learn more
Lower the Cost of Higher Education – College shouldn’t be so damn expensive. Education can’t be the great equalizer if not all young people can afford it. I will fight to lower tuition costs for those who want to continue their education after high school and provide meaningful student debt relief to those who have already graduated. We also have to build better on-ramps to high-quality jobs for people who choose to enter the workforce instead of pursuing higher education. Learn more
Congress must focus on binational agreements to lower the amount of greenhouse gasses consumed globally. The federal government must also incentivize the robust renewable industry that provides both jobs and millions of dollars to farmers, ranchers, and local governments in Texas’ rural communities. We also must consider streamlining regulation of nuclear power to provide additional power to the grid. We also have to get smarter on water resource management. Water is a big issue in the West Texas district I represented in the Texas Senate, but it impacts all of us. The rivers and aquifers that make up our water system don’t recognize city or state lines; actions taken upstream inevitably have consequences downstream. We need a federal response to this complex issue before it’s too late. As the climate crisis worsens extreme weather events like heat waves, wildfires, and droughts, managing our natural resources will be necessary to prevent catastrophic natural disasters. Learn more
I’m a gun owner and believer in the second amendment. But, I don’t own a semi-automatic rifle designed for war, and I don’t need one. With few exceptions, no civilian does. I will advocate for a grandfather clause and regulation on new assault weapon purchases. We have the ability to keep kids safe in their classrooms, to protect worshippers in our churches, and to make public places a little bit safer for all of us. Texans are tired of the talk, they’re demanding change. Responsible Texans of all political stripes want common-sense gun safety solutions now. Raise the Age – The simplest and easiest policy that could have prevented the attack on Robb Elementary was to raise the age to purchase an assault weapon from 18 to 21. The shooter attempted multiple times to use a straw purchaser to obtain the weapons he eventually used to murder 19 children and 2 teachers. Those efforts failed and a few days after his 18th birthday, he legally purchased several assault weapons and hundreds of rounds of ammunition. If he could not purchase the weapons until he was 21, the attack would not have occurred and maybe could have been wholly prevented. Learn more
Rampant access to assault weapons have caused pain and suffering in communities across our state and nation. Congress must adopt national standards on extreme risk protection orders (also known as “red flag laws”), maintain funding for community violence intervention efforts, and close the private sale loophole that allows gun sales without comprehensive background checks. Assault Weapon Ban with Exceptions – Over 500 mass shootings took place in 2023. Every year without an assault weapons ban mass-shooting deaths continue. We can keep our communities safe by banning new purchases and regulating existing assault weapons. Learn more
Gun Violence Research – Guns are now the number one cause of death for children and teens. As gun violence and mass shootings continue to rise each year Gun violence is the number one public health concern for most Americans and should be researched, investigated, and prevented. Learn more
Extreme Risk Protective Orders (ERPOs) – ERPOs are an extremely effective and lawful tool to remove weapons from someone who is a danger to themself or others. ERPOs can prevent gun violence such as gun related suicides and mass shootings in multiple states. Learn more
Families First Health Care Programs –Lowering healthcare costs and investing in people, not big corporations, is how we grow our middle class. Texans shouldn’t have to choose between taking care of their family’s health and going bankrupt. Paid sick days and paid parental leave are instrumental to putting our economy on steroids while helping working families thrive. Learn more

Fund Texas Communities and Invest in New Doctors and Hospitals – Affordable insurance coverage only gets you so far. Texas faces a significant provider shortage, and rural hospitals are closing or cutting services all across the state. The communities facing the most extreme shortages are already the most underserved, worsening existing health disparities. Congress must increase the number of federally funded residency positions, make direct investments in rural hospitals, and improve the work visa process for immigrant doctors and nurses. Learn more
Eliminate the ability of “rogue governors” to decline Medicaid expansion – With one of the highest uninsured rates in the country and a child uninsured rate more than double the national average, Texas should have been the first state to opt into Medicaid expansion. Instead, our tax dollars subsidize the billions in federal funds that expansion states have received while we get none of the benefits. We lose economic opportunities and face disastrous health outcomes because the leaders of our state would rather play politics than govern. I am an ardent supporter of Medicaid expansion and will work as your U.S. Senator to expand access to affordable care for all, reign in rogue governors like Greg Abbott that withhold critical healthcare from Texans, and continue lowering prescription drug prices.
