Rapidly develop a coordinated alternative shelter continuum, including microvillages (faster and cheaper than traditional shelters or villages), safe parking (faster and cheaper than traditional shelters or villages), larger villages with established services, self-governed camps, and more. Develop an action plan for coordination of outreach and crisis services, which are currently poorly coordinated and leave tremendous gaps in services for many people living outside. We need a plan to identify what is needed where, and provide the right services at the right time in an effective and efficient way.
