As the Wall Street Journal noted in 2010, 2,000 of the nation's 20,000 high schools produce roughly 50 percent of all dropouts, and African-American children have a 50/50 chance of having to attend one of these so-called "dropout factories." One way is to better utilize our state’s estimated 3,500 advanced-practice registered nurses and 1,400 physician assistants. These non-physician healthcare professionals hold at least a master’s degree, supplemented with advanced education and clinical training to autonomously assess, diagnose and manage a patient’s health care at the primary-care level.
